However, the majority of these services are, in fact, illegal because cafes do not want state bodies to discover they are engaged in something not registered legally. Besides, there is no complete law in Uganda, which regulates the provision and quality standards for VoIP services.

UCC, therefore, is under constant pressure from the Ugandan Government to control both the illegal service providers and their quality. UCC has recently revoked licenses of 24 Internet operators, who were offering also VoIP services, because of the quality and personal information safety issues. The latter is also closely connected with the unreliable and non-professional VoIP applications, which abound in Uganda and are another important issue to deal with for UCC.
